AbstractDuring the 13th Five-Year Plan period, with the support of national policies of strengthening agriculture, benefiting farmers and supporting rural areas, China has made remarkable achievements in ensuring food security, promoting the transformation and upgrading of agriculture, integrating primary, secondary and tertiary industries in rural areas, as well as increasing farmers’ income and wealth The building of a moderately prosperous society in all aspects in rural areas has made steady progress, and the goal and tasks of poverty alleviation are about to be completed. However, it should also be noted that there are still many contradictions and problems in terms of rural development which need close attention, such as declining enthusiasm of farmers to grow grain, increasing difficulty to improve farmers’ income, increasingly serious aging of the rural population, prominent insufficiency to support rural population’s livelihood, and the increasing disparity among villages. The 14th Five-Year Plan period is a critical turning point in China’s economic and social development. It is also a crucial period connecting the preceding and the following stages during China’s march towards the goal of building a moderately prosperous society in all aspects and becoming a great modern socialist country in all aspects. During this period, China’s rural development will take on new characteristics. It is estimated that by 2025, China’s urbanization rate will reach 655%, and the number of rural-urban migrants will increase by over 80 million. The proportion of people employed in agriculture will drop to around 20% In rural areas, 124 million people (253% of the population) will be over 60 By the end of the 14th Five-Year Plan period, there is likely to be a grain shortfall of about 130 million tons, including about 25 million tons of staple food grain Shanghai, Jiangsu, Zhejiang, Beijing and Tianjin are expected to take the lead in realizing the goal of basic modernization of agriculture and rural areas around 2025, pioneering the country’s rural development. The general guidelines of the 14th Five-Year Plan period of China’s rural development are: to guarantee the premise of ensuring national food security, to deepen the system reform and accelerate scientific and technological innovation as the driving forces, to take the high-quality development of agriculture and rural areas as the main line, to focus on promoting transformation and upgrading of rural industry, improving the quality of rural public services, accelerating sustained income increase of rural residents, and enhancing comprehensive governance capacity, thus to accelerate the construction of rural areas with beautiful environment, intelligent management and sound governance, laying a solid foundation for the realization of basic modernization of agriculture and rural areas in 2035 In short, it is necessary to consolidate one guarantee, strengthen the two major driving forces, insist on one main line, focus on the four major areas, and build rural areas via three dimensions. For this purpose, it is crucial to strengthen weak links, make structural adjustments, carry out reforms and enhance governance to promote rural revitalization in an all-round way. First, to focus on critical regions, areas and groups and fill in the shortage of livelihood support in rural areas. Second, on the premise of ensuring food security, to improve the quality and distribution of rural industries, including improving agricultural productivity, strengthening the construction of digital villages, and comprehensively optimizing the rural industrial structure Third, to steadily put forward the pilot work of extending contracted land contracts, to promote the reform of three categories of land in rural areas, to expand the application of the results of property rights confirmation, to focus on deepening the reform of rural collective property rights system, and to generate synergies by comprehensively deepening rural reform. Fourth, to optimize governance approaches and enhance comprehensive governance capacity of rural areas by clarifying the boundary of responsibilities of various governance agents, adapting to emerging governance needs brought by the changes in rural society.
